 Youth Services RFP Questions and Answers

 

Q. Does the amount listed in the RFP of $300,000 intended to cover only operating expenses? Or should the bidder project amounts of money to be used on participant training, incentives, supportive services, etc.?  If so, has the board established a standard as to an acceptable proportion for each?

A. The amount listed in the RFP is intended to cover operating expenses.  The bidder should project amounts of money to be used on participant training, incentives, supportive services, etc.  The board has not established a standard as to an acceptable proportion for each.  The amount available for training, incentives, supportive services, etc. for youth services this program year was $32,500 (9.56% of the contracted amount).  Depending on funding, amounts available for training, incentives, supportive services, etc. may come from the projected contract amount of $300,000 however, for planning purposes, please assume funds available for training, incentives, supportive services, etc. will be in addition to the projected contract amount.

 

Q. Is there currently an existing relationship with the school district with the Board which allows TABE testing at little or no cost?

A. No.

 

Q. Does the primary service provider for adult services provide TABE testing as a core service and is this available to youth as a customer of the one-stops?

A. Yes, the primary service provider for adult services provides TABE testing.  TABE testing is available to youth as a customer at each of our three regional one-stop centers

 

Q. What youth services are allowed under the set-aside money for the youth services provider that is not in the $300,000 outlined in the RFP?

A. There are a variety of optional services for improving educational and skill competencies and that provide effective connections to employers.  These include but are not limited to mentoring, training, internships, supportive services, incentives for recognition and achievement, activities related to leadership, development, decision making, citizenship and community service opportunities.  Funds may be utilized to provide assessment of academic and skill levels as well as service needs, aptitudes and interests (including non-traditional jobs) of each participant, follow-up services, guidance and counseling.  See the Workforce Investment Act of 1998, Chapter 4, Section 129.

 

Q. Should all the attachments be provided on all copies that are submitted?

 A. Proposers should include Attachment A, Budget Format, with all copies submitted.  Only the original should also include Attachments B, C, D, E, F, G, and H.  Attachment I, WORKFORCE INVESTMENT ACT - YOUTH SERVICES - RFP 2007 – 01 RATING SHEET need not be submitted with any copy of the proposal.

 

Q. Does the PHJEPRB have limits for support services for individuals under the WIA?

A. While the PHJEPRB has no specific support services limits for individuals, we are limited by the number of WIA customers we are serving.  There is a $3,000 limit on Individual Training Accounts (ITA).  ITA funds may be made available after other sources of funds have been accessed.

 

Q. Can there be any deviation from any line items on the Budget Format, Attachment A?

A. The Budget Format, Attachment A should be followed to the extent possible.  Additional lines or information should be utilized only if the format provided will not provide a clear understanding of the operational expenses that are proposed.

 

Q.  Is it your intent to have a full-time youth services presence in each regional one-stop?

A. Not necessarily.  The proposer should design its service strategy in such a way that services are delivered in various locations through the region.

 

Q. Are we also able to provide letters of support?

A. Yes.

 

Q. Are letters of support the same as letters of collaboration?

 A. No.  Letters of support indicate familiarity and agreement with an organization’s vision, mission or objectives.  Letters of collaboration indicate a willingness to assist among those with a common task.

 

Q. Is there a limit on letters of support?

 A. No.

Q. SECTION A: Is the Cover Sheet limit one page?

A. Yes.

 

Q. Is there a specific order/format to follow for the Cover Sheet?

A. Please use the order suggested in SECTION A, paragraph one.

 

Q. Is the Proposal Summary an Executive Summary of the Proposal?  If so, is there a page limit?  What is the format for the Proposal Summary Scetion? Does it follow the Cover Sheet?

A. Yes, the Proposal Summary may be considered to be the same as an Executive Summary.  The Proposal Summary is included as part of the Project Narrative fifteen page limit.  The Proposal Summary should be presented in a format that clearly and concisely describes the proposed services and services strategy.  The format or order of ideas is at your discretion.  The Proposal Summary should follow the Cover Sheet.

 

Q. Should all the Certifications follow the Proposal Summary?

A. No.  The Certifications should be added after the Project and Budget Narratives.

 

Q. Should there be a Table of Contents that follows the Cover Sheet, or will that through off any page limit maximums?

A. You may add a Table of Contents.  Table of Contents pages count toward the fifteen pages Project Narrative limit.

 

Q. SECTION B: PROGRAM NARRATIVE is a maximum of 15 pages.  Does the PROGRAM NARRATIVE follow the Proposal Summary? (again, what is the format for the proposal summary; content/format/page limit)?

A. The Program Narrative follows the Proposal Summary.  The Proposal Summary format should clearly and concisely describe the proposed services and service strategy.  The Proposal Summary is included in the fifteen page limit.  

 

Q. SECTION C: Budget pages and narrative, is there any page limit?

A. While there was no page limit stated for the Budget/Budget Narrative, clear and concise statements or descriptions that facilitate understanding are preferred.

 

Q. Do you want us to include Attachment H, Protest Procedures, even though there is no signature required?  Does this change the outline in the RFP format page 15?

A. It is not necessary to include Attachment H, Protest Procedures with any proposal.  A proposal that includes Attachment H will not be penalized.   

 

Q. Are any other attachments permitted that will help the readers understand the program design??  For example:

·         Flowchart of Youth Activities

·         Curriculums used

·         Sample Assessment Tools/Descriptions

·         Sample Student Incentives: Skill Invoices

·         “The Road to Self Sufficiency: An Income Growth Strategy for OSY”

·         Sample Post Card Mailers and Marketing Materials for Recruitment

·         Enhancing Performance: Quality Assurance Tools

·         Other documents that explain design (undetermined as of the time of writing this question..)
